KIEV, Ukraine — Ukraine’s foreign minister on Monday said that his government is aiming to have a peace summit by the end of February, preferably at the United Nations with Secretary-General António Guterres as a possible mediator, around the anniversary of Russia’s war.
“Every war ends in a diplomatic way,” he said. “Every war ends as a result of the actions taken on the battlefield and at the negotiating table.”
Kuleba said the Ukrainian government would like to have a peace summit by the end of February.

Every war does NOT end with diplomacy.
Wars often end in unconditional surrender after one side is completely vanquished.
The Russians are going to destroy the organized crime syndicate now running Ukraine and chase the surviving criminals into exile.

They apparently aren’t serious as of yet if they’re talking war crimes tribunal. That’s a no go as was their previous demands that Russia pull back from the occupied areas before negotiating. This is just the usual propaganda from these people, they had to say something after Putin just mentioned again the other day that they are open to negotiations and always have been.
I predict that Kuleba is about to be shot by one of his “bodyguards” like the last Ukrainian that made a similar suggestion.

Just a propaganda move as Russia will not allow a war crimes tribunal. That screws up their war fighting philosophy of using rape, murder, and fear committed on civilians to destroy a country.
American military on the other hand and think I this unique has the UCMJ. You can “nailed” big time for assaults against non-combatant civilians in non-combat related industry or areas.
Russian soldiers have no such restraints. Russia knows it’s military people fight “dirty”. You never go to court if you know you are guilty as hell. That is why there is this thing called Plea bargaining.
I don’t think there is much plea bargaining in a war crimes court.
