From your link....China has an arrangement with the post office!?? I can’t be reading that right.

That’s gonna tick off the Mexican drug cartels having to compete with the USPS.

the Post Office doesn’t have the resources to check every tiny package, so those under ~1 oz. usually go uninspected

for a powerful drug like fentanyl or carfentanyl, that’s plenty of leeway for drug + container + packaging

I think that has to be just bad wording by the writer. Sounds like they're just taking advantage of the reality that the USPS doesn't require tracking data from the sender like Fed Ex and UPS do, etc. Sounds like the USPS needs to amend it's policies on things mailed from China.

"He says the illicit sellers in China avoid private carriers like FedEx or UPS because they require tracking information from the sender. "With the U.S. mail system, that's not required. So China has an arrangement with the U.S. mail system where they send it through without that information," Portman said.
