the Post Office doesn’t have the resources to check every tiny package, so those under ~1 oz. usually go uninspected
for a powerful drug like fentanyl or carfentanyl, that’s plenty of leeway for drug + container + packaging
I think that has to be just bad wording by the writer. Sounds like they're just taking advantage of the reality that the USPS doesn't require tracking data from the sender like Fed Ex and UPS do, etc. Sounds like the USPS needs to amend it's policies on things mailed from China.
