I am in the marine industry and owned boats up to 50’. Our industry is lobbying heavily against this. The most insane part is their assumption that a boat at 65’ has a 30’ draft. THE DRAFT ON A 65’ BOAT IS NO MORE THAN 6, YES 6 FEET MAX!!!!!!!!.

Where do they get this crap? It’s a constant assault on freedom. In this case, I doubt there is a single normal American that has thought about regulating boat speed.

AIS on most boats broadcasts course and speed, which gets picked up by buoys and other ships. They’ve already got the infrastructure in place.

Most vessels larger than 35’ have a system on board called AIS, which stands for automated identification system, that shows your course and speed, name of the boat. It’s designed to help boaters know where ships are and other boats, primarily in foul weather. It’s a public website and the Nazi’s at NOAA will monitor it to go after people. Guess what, all of the boaters will just turn off the system on their boats, which will make boating less safe and potentially cost peoples lives, but, oh we don’t care about peoples lives, just the whales.
No, it’s a voluntary installation. So, us boaters will just shut it off. It just makes navigation less safe, particularly for sailboats when offshore when they are trying to gauge the speed and course of a freighter at night time in particular.
They are going to get huge blowback on this one from a lot of wealthy people. Yachts aren’t worth as much if they have to travel that slowly.
I suggest experimenting with transducers mounted below the waterline, to broadcast orca noises to warn off the whales. If it works it could be commercially packaged as a relatively low-cost product.
A waterproof transducer with orca noises already programmed in, some wire, a switch and connection to electrical power, is all that’s needed.
