It is to protect the old dominant media from going bankrupt by losing subscribers.
It sort of consolidates the old, dominant media as a part of the government by making them paid for with tax dollars.

As it is, the socials get hugely rich off of others' content and don't spread the wealth.
Lots of people here seem to be rooting for Twitter, Google and Facebook - which is...a change.
