Cochise County does not believe that the machines were pre-election certified as according to state law. The SOS office needs to provide evidence from licensed examiners that the machines were properly certified. That is the issue. If the machines were not good to go, no election certification. The ball is in the SOS’ court. The media reporting that the machines were just fine is like Maricopa County’s Richter and Gates saying 2022 was the best election operation ever. Cochise County (my home) is home to Tombstone, AZ and we have a long history of dealing with corruption.

It is my opinion that the state of Arizona cannot simply ignore the votes for Cochise county. As an expert in law, i'm asking you to opine on the topic.
Well they can't because every person in that county has a right to vote, and in a close election Cochise County's votes could determine the election. That would violate the equal protection clause, etc. The "official" difference in the AG's race is about 500 votes. The first thing they will do is try to compel the County to certify through a writ of mandamus. Those refusing will be threatened with contempt, civil fines or jail time. These people should leave the country for a vacation until January.
If that doesn't work, the legislature may attempt to authorize someone else, like the SoS, or governor, to certify the election results in that county. If this drags on until January without resolution, things get interesting because, as I read the law, all of AZ's executive branch heads term expires at the end of the year. Only the state senators with unexpired terms will remain in office, along with the judges.

You’re analysis on the numbers is interesting, but at the end of the day meaningless. And the objecting election officials aren’t raising that issue that I’ve seen. They placed their cards on tabulation machine certification.

If an election has mountainous problems to the point where citizens do not have the opportunity to cast their vote, the election should absolutely never be certified as complete? The ‘mandated’ dates for certification are bogus and should never be honored if any citizen was denied a vote. Period.

It’s meaningless because while an interesting statistic, it means nothing. Why would suspicious ballots vote down ticket for republicans?
I understand the concern about who ultimately gets elected. But supporting unsupportable conclusions does nothing to assure or improve integrity. As someone noted, what Cochise is doing is largely the same as Ohio failing to certify because Wayne County may have suspicious voting activity.

No, it's meaningless because the Democrats, their Media and the Assistant Democrats have agreed to have fraudulent "elections", and were able to prove to their satisfaction that they can shout down anyone trying to do anything about it.
My Obama 2008 Vote Fraud Detection tool shows the Democrats moving around their vote fraud troops like an army, wherever they're needed, and where their cash support allows.
True The Vote revealed the nature of the army.
