Obviously, the issue was not acceptable to a few of the unions, why not hear them out and get them onboard.

Unless you want to face an Air Traffic Controller situation and the workers strike anyway, at that point Biden might be able to fire them and replace them with WHO ??

Any union member who goes on strike after a settlement is imposed will be terminated immediately. If an entire union goes on strike, it will almost certainly be de-certified and sued/fined into insolvency. The remaining unions will have no legal basis to honor a picket line.

Let’s keep in mind that the leverage these railroad workers have is dwarfed by the leverage of all the other industries and workers who rely on the railroads for their survival. U.S. railroad law is designed to protect THEM, not the railroads and their workers.
