Now, there are very easy ways to make this claim, and have it mean absolutely nothing.

If Ukraine called all people that fight, “civilians,” except for 3%, then you have “97%.”

If a single missile takes out a power line to a series of cities, you can easily say they were targeted, but it implies they were to be killed—not made merely “uncomfortable, as if from a bad storm,” and since so few people fighting might be called “military,” this is again easy to fudge.

If Russia actually targeted civilians, cities like Kiev would be a crater, as it is, it’s functioning.
