I’ve read elsewhere that the new terminal is designed to accommodate VLCC, “Very Large Crude Carriers”, a newer class of tankers that can hold 2 million barrels of crude. Presently the U.S. has only one port they can use.

Exactly. A hurricane resulting in nearly 5 million barrels of oil dumped in the Gulf would embolden those seeking to outlaw fossil fuels.

The strategic oil reserves are right there and already connected to the oil pipelines in the area.
They could also convert the area salt domes into storing LPG, as they do in SD in other areas of the country.
