how does that work exactly? It's the sea. It's all connected together. Either it rose a foot all over the world, or it didn't, but it can't rise in just one spot. That's not how hydrodynamics works.

I agree. More likely that Florida has SUBSIDED by a foot in many locations.

How big is it?
Is it permanent?
Can it move around?
A fascinating physical anomaly.
You really do learn something new every day. Unless you are sleeping off a bad hangover or are in a medically-induced coma. In which case you’d be lucky to just remember tomorrow all the stuff you learned on prior days.
