Not the case. The vote recorded so far and the remaining vote are very different. Lake has already closed almost all of Hobbs' huge initial lead with nearly 1/3 of the vote remaining. Lake will win easily. Masters still has a shot.

Expected 697,400 votes left to count. In Arizona, there were huge lines in yesterday vote, so more than 700,000 voters dropped off their ballots on election day. The voting tabulators were broken, out of ink, out of paper, etc.
In completely unrelated news, the Arizona Secretary of State, Katie Hobbs (D), said the vote was completely successful.

I agree. Using my approximation of remaining precincts yet to report or fully report, she needs 60% to make it even. All is close enough there will be a recount.
In AZ the recount is MANDATED as follows:
“A recount of the vote is required when the canvass of returns in a primary or general election shows that the margin between the two candidates receiving the greatest number of votes for a particular office, or between the number of votes cast for and against initiated or referred measures or proposals to amend the Constitution of Arizona, is less than or equal to one-half of one percent of the number of votes cast for both such candidates or on such measures or proposals.”
So that is about 9,000 based on the votes cast so far. A recount CANNOT be paid for and/or requested by a candidate if it is not within the 1/2 of a percent.
A recount can be required by a Court action if initiated promptly.
97% of precincts reporting, makes it sound like the ballots are almost all in, when there are still hundreds of thousands of ballots still out. Who knows how many ballots are outstanding? How do you know this amount? By what measure?
There are mail in ballots, military ballots, provisional ballots, and the infamous ballots that were placed in door or tub #3, yet to be adjudicated by Karnak the Great!

I don’t know where you are getting your remaining vote totals but as of now all but a few precincts in Maricopa are showing voted.
