Very much so. CA has had net OUTmigration since the 1990s (more people leaving than coming in FROM THE U.S.).
It’s the massive immigration from Mexico and Asia which has sealed California’s fate, not people from Iowa (or even New York or Illinois) moving in.

Harris County reporting in, it’s blue. Abbot maintains the 52% to 46%.

The other problem was states wouldn’t quickly fill an empty senate seat. Back then the senate wasn’t where the state’s political action was. It was kind of a terminal position for a politician.
