It’s the Defense Attaché office assigned to the embassy. They routinely do this as federal law requires periodic inspections of most U.S. foreign military sales.
If these personnel count as troops in Ukraine, then we have deployed troops to Russia and China.

The U.S. Army’s 101st Airborne Division has been deployed to Europe for the first time in almost 80 years. Officially, the 101st isn’t in Ukraine, but they are just on the other side of the border. We talk about “inspections” but I think it’s foolish to think that this is about “inspections”.
