Affirmative action hiring and promotion policies made my job far more difficult and leaves one feeling bitter. I have many stories of poor outcomes, some nearly as bad as this one. It is especially bad when there are enough idiots in charge that an emergency scene is completely mishandled.

the Platteville Police Department hired Vazquez directly from the Federal Heights Police Well, that explains most of the problem right there! The goons at Federal Heights are a corrupt pack of troglodytes! I know a former insider who got framed and fired as soon as he began exposing their corruption to the city.
Aside from that, there were about 4 other cops on scene besides Vazquez and NONE of them could say anything - or just jump in the car and move it?

Gotta fill those quotas. It might not be about a Latino quota, but about a police quota.
After the Summer of Floyd and Defund the Police, after so many police officers quit, it might now be tougher to find qualified police officers. Same as with the military, police departments might be lowering the bar to find recruits.
