(1) NO they don't, that's the whole point of a written agreement, so there's NO ambiguity in interpreting it, the terms are all clearly spelled out ... and by freely signing, you agree to abide by those terms
so, Russia - which did freely sign, nobody forced them - reneged on their part of the agreement
(2) you misspelled "two"

Exactly- let’s all revisit the Agreement to not put Nato nations at the border of Russia. It was always referred to. Yet, suddenly this agreement is being called a myth. Very convenient for war mongerers.
