As I understand it, that’s exactly how bill clinton did it.

While running for re-election for governor of Arkansas, people were becoming aware of his presidential ambitions. So he made a campaign promise that if elected as governor, he would serve out his full term.

Of course, not long after he got re-elected, he held a town hall meeting which he packed with only his political supporters, allies, and sycophants. All of whom predictably urged him to forgo his promise and run for president. And of course, bowing to the “will of the people”, that’s what he did.
