The new commander of the Russian army in Ukraine, Sergei Surovikin, said on Tuesday that civilians were being “resettled” from the Russian-occupied southern city of Kherson, describing the military situation in Ukraine as “tense.”
“The enemy continually attempts to attack the positions of Russian troops,” Surovikin said in his first televised interview since his appointment last week, adding that the situation was particularly difficult around the occupied southern city of Kherson.
“Further actions regarding Kherson will depend on the developing military and tactical situation, which is not easy, and difficult decisions cannot be ruled out,” he said.

Shortly after Surovikin's comments were aired, the Russian-appointed governor of Kherson region, Vladimir Saldo, announced an "organised, gradual displacement" of civilians from four towns on the right bank.
In a video statement, Saldo accused Ukrainian forces, without citing evidence, of planning to destroy a major dam at the Nova Kakhovka hydroelectric power station.
"The Ukrainian side is building up forces for a large-scale offensive," he said.
Move back onto Russian soil, so we can call all this past tense.

I would not be surprised if Russia withdrew its troops and fell back to Crimea, as that is far more defensible than anything on the mainland, and it will be a real challenge for Ukraine to dislodge them. Still, it could be done. But, we’ll see.

Today, at about 2:00 Moscow time, the Ukrainian Army attempted to destroy the dam of the Kakhovskaya Hydroelectric Power Station today.

Yes, but there would be a tremendous international uproar, and Ukraine would risk alienating itself.
Cutting electricity is one thing; cutting off the only source of fresh water would be seen as a war crime.

Cutting off water to an invader is a sovereign right. If the Russians want water they can go back to Russia. Or Hell. Whatever.
