...when no suitable black candidate is found, and a white is appointed, we need several blacks just to maintain the status quo,And these same people constantly always complain about the 4/5 rule in the Constitution. This sounds like a 4X or 5X rule where they need to hire 4 or 5 times more blacks to do the work of one white.
