"Russian President Vladimir Putin has hailed his country’s ties with the United Arab Emirates (UAE) during a meeting with the Gulf state’s leader, and welcomed a recent decision by oil-producing nations to limit production as key to stabilising the global energy market.
Speaking on Tuesday at the start of his talks in Saint Petersburg with UAE President Sheikh Mohammed bin Zayed Al Nahyan (MBZ), Putin described relations between the two countries as “an important factor of stability” in the region and the world “despite all the difficulties that exist in the international relations today”
My understanding of what goes on behind the scenes of any public meeting between world leaders is something like this. Each side sends their protocol droid to meet with the other side. Putin’s droid might say, “The two leaders will approach, nod, smile, shake hands and then spontaneously embrace.” The other side’s droid will say, “No. They will nod, smile and fist bump.” And so, the negotiation will continue until they agree. Then the leaders meet and it’s like Kabuki theater. We, the public, are treated to a performance.
It used to be that Putin regularly adlibbed the encounter by making the other side wait in embarrassed loneliness on the stage for up to a minute, then he forced the other, now pissed off leader go through the rest of the performance which Putin has now taken control of. Last time it was Erdogan who made him wait. (Oh, sweet vengeance.)
I got this from a guy who worked on an ambassador’s staff. I think the farthest up the ladder he got was third brow-wiper for the protocol droid.

Did you see the last two minutes of the meeting....Putin and the UAE guy walking out the door to the car, and Putin giving him some high-priced wool jacket because of the chilly weather?

I didn’t see that. Because Putin is who he is I’m certain he rankles under the protocol of doing what he’s told to do. He’s probably working overtime to find legitimate ways out of the script. He’s the actor who would always walk on other actor’s lines if he can.
