Your are exactly right. If Russia was capable of battlefield success, that is how it would have gotten its "revenge". But it isn't, so it has to resort to a weak imitation of the German Blitz on Britain.

A far stronger "shock and awe" campaign didn't induce the surrender of the Iraqi government in either 1991 or 2003, and it certainly won't happen in 2022 Ukraine. The real net effect will be that the Ukrainians will dig in their heels even more, and Russia will further deplete stockpiles of weapons that it can't replace.
