Because if you’re in power, you’re expected to get things done. If on the other hand, you’re in the minority, you’re only expected to block things. MUCH easier!

The method mentioned in the letter exactly the scheme brought to light by Professor Franks. The distribution will be matched to the previous census. That is pretty ballsy stuff for the Democratic party to reveal that in a meeting. The fix is imbedded in the software and it only takes a few key individuals to pull it off. It was already determined at the Arizona audit that a significant number of ballots were counterfeit. Drop boxes allow for false votes from ghost voters to be injected into the system hide the data manipulation.
I suspect that same method - registered voters minus likely actual voters equals possible number of fraudulent “emeded” votes that can be “deployed” in some way - one way or another.
