It’s been guaranteed since just after the 96% mark because only the portion of the additional vote above the target ranage serves to bring the average up—100% of 1/25th of the vote, even though it is 4% of the total can only lift the other 24/25ths up if the are-exiting bulk is already marginally above 48%.
