Probably. But if we have a base there, we can lease it from them. If they turn into another Cuba, we can just turn that base into another Guantanamo Bay, if necessary. But I think it's time for both parties to move on. Most of the productive citizens of Puerto Rico have already left the island. So if the Communists want it, let them.
Try it this way, we transfer the 82nd Airborne to Base Ramey on the west end. We dissolve the local government, appoint a new one under military supervision.
We revise the tax treatment to encourage island investment as we did before Clinton.
