I used to visit a site SHTFplan.
Prepper site. There was a guy on Puerto Rico
that told us how he survived and indeed kept his internet
going amidst all the electrical problems he had to live through. I live on an island and adopted many of his suggestions.
His best advice; Don’t trust the local government,
I live in Hawaii. He is right, spot on.

How can they be refugees if they are American citizens? If there is a flood across miles of land in the southern states, wildfires in California and damage from hurricanes, the families with nothing left of their homes are taken somewhere for shelter and aid. If not "refugees" then displaced persons or some other term.
