Ask for the citizenship status of all the passengers on the manifest. If there are more than a certain number on the plane, refuse permission to land, and divert the plane.

This is becoming to sound like a sci-fi story where the illegal immigration problem is solved by keeping them in the air continually. How many 747s would we need to seat 30 million people? Then we just need to add mid-air refuelling and resupply.

They want to go to Florida just in the winter. They’ll use NY as residence cuz lots more benefits.
NYC (and state) will have no tax base left to provide for them; fed help only goes so far.
