Pulsed, directed energy, in the UHF-microwave frequency bands, around 1 MW power, should fry any electronics in its path, to a range of, perhaps, 5-10 miles

While a phased array would likely be optimal, at shorter ranges (3-5 miles) a simple parabolic antenna could suffice.
