And smart thermostats can be replaced easily by the old “dumb” ones. And, the “dumb” ones come with instructions to connect the three or four wires (which are color coded)which lead to the heating/cooling systems.

My read: Residents signed on for a utility rate discount which specified that thermostats may be directed by the utility under certain conditions.

Residents/ratepayers agreed to it, the conditions presented, the utility executed a command line.
