Americans have had semi-auto rifles since before 1906. That is 116 years with no problems till now.
Citizens were using semi-auto rifles 30 years before the US Army adopted the M-1 Garand, their first semi-auto.
(Not counting the Pedersen devise for the bolt action Springfield.)
Between 1945 and 1968 a private citizen could drop a check in the mail and have a m1 carbine with 30 rd magazine delivered to his door.
