A man arrested earlier this year for raping a 13-year-old girl two decades ago was sentenced Friday to one year in prison.
Richard J. Johnson, 54, pleaded guilty last month to third-degree rape after assaulting the teenager in a truck near Elk.
"You shattered me into a million pieces and I've spent the last 20 years cleaning up the mess you made," according to a statement a victim advocate read on behalf of the victim Friday.
The cold case stems from Aug. 21, 2002, when a Spokane County Sheriff's deputy a girl reported she was raped on the 40000 block of N. Elk Camden Road, according to court documents.
The girl reported the rape immediately after the man let her out of his truck.
In 2020, the rape kit was analyzed by the Washington State Crime Lab as part of the Sexual Assault Kit Testing Initiative that required all backlogged kits to be tested by the end of last year.
A few months later, the DNA profile from the kit matched the DNA profile of Johnson that was listed in CODIS, a national law enforcement DNA database. Johnson has a few criminal convictions in Spokane County, including solicitation to commit possession of a controlled substance from 2011 and criminal trespass and possession of stolen property from 2008.
The victim wrote that she's had a "sense of helplessness" the last 20 years after Johnson "violated" her.
"Not a single day goes by where I don't think about it," she wrote.
The standard sentencing range for Johnson was 6 to 12 months in prison. Johnson's attorney, Jeff Leslie, and Spokane County deputy prosecutor Whitney Hall asked for the low end of the range.

This girl needs some serious counseling. I’ve written impact statements before and they need to portray the victim AS the victim, but if she’s really having this much difficulty at 33, hopefully him being sentenced will finally get her on the road to recovery.
WTH? The rape test kit from 2002 was just sitting there in a "backlog"? It's bad enough this guy got a wrist slap for raping that little girl, but are ALL the rape test kits in Washington State sitting in a 20 year backlog?
That means he’ll be back on the street in a couple weeks.

my hope is that many of these Jan 6th political prisoners will eventually sue the government for billions once we regain power.

I think it would be more helpful for her recovery if they held him down and handed her a pair of large tin snips.

One year? Someone happening in on him committing his crime could have legally shot him dead as a matter of self-defense, her defense. He still deserves that shooting.

The judge sentenced him to the maximum one year.
But, the judge also “credited him for staying out of trouble.”
Sheesh. “Staying out of trouble”? Maybe he raped other girls, too, but was never caught for those rapes, either.
