Is this true: the new vehicles will create zero emissions?
The reason I ask is because this sounds like something a politician in California would say to his dumb constituents.

The Commies in the states legislature doesn't have the balls to mandate no gas powered cars. So what's their work around?
The rule, issued by the California Air Resources Board.

I remember when the GM EV-1 came out in 1996 and died on the vine. California was proclaiming even then that they’d be all electric by 2020.
