2020 census overcounted people in Puerto Rico, hinting at larger population loss

The population of Puerto Rico was overcounted by 5.7%, or 174,000 people, when the Census Bureau conducted its 2020 count.

The overcount came to light Tuesday after the bureau announced it concluded a post-enumeration survey used to measure the accuracy of the census by independently surveying a sample of the population on the island. The effort is being used to inform improvements on the 2030 census.

On April 2021, the Census Bureau announced Puerto Rico’s population fell 11.8% to nearly 3.3 million over the past decade. But the latest post-enumeration survey suggests that Puerto Rico's total population may be closer to 3.1 million.

Unexpected. Just like all government statistics. This is what happens when government makes things too complicated. The census should just be a counting of heads and a single question, are you a citizen?

Can I ask a stupid question?

How can you overcount people in a census?

If people fill out census forms, and others are visited in person by census workers, how does the process result in overcounting? Do some people live at more than one address, and get counted twice somehow???

I can understand how undercounts happen, if some people are missed in the census. But an overcount doesn’t make sense to me. If the census is an actual count of actual people, and not some sort of estimate, there should not be any way to over count people.

Or maybe I’m missing something in the big picture.

Over counting means more Federal funds head to PR. This was a no-brainer for them to do. To pull off in the census offices there. Just alter a few numbers. It’s all digital anyways.

Overcounted Dem areas by lots; undercounted R areas by same. Didn’t adjust the 10 year congressional reapportionment to reflect.

What did the Rs do about it?

Nothing.

I know a guy who retired to Viecques, probably got the land cheap when it was still next to a bombing range and nobody wanted to live there :)

The census kept on trying to count my father both at his nursing home and at the house he still owned. I finally got a rational census worker on the phone to listen to me and mark “zero” as the number at his house.

Thanks. I can see how it happens. It takes a reasonable human being to review and verify the data. Perhaps such people are in short supply

There is no Federal Income Tax for residents of P.R. but the state income tax is heavy.

As for transportation, you need a car. City planning is more like the U.S. than Europe. There are some neighborhoods in the San Juan area where you have mom and pop markets within walking distance of your home. However, if you live in newer neighborhoods a car is a necessity.

I thought the census was a actual physical count of the people. Reading WW2 era newspapers. Sounds to me like they had ten of thousands of people to do an actual count back then.
