Although this is the correct answer, I am pretty sure Mike Pence is not smart enough to have actually MEANT this as the answer.
Again, you are correct and that is what we should do...don’t “defund” the FBI. DISASSEMBLE, DESTROY, and DISBAND the FIB!!
The J. Edgar Hoover building should be dismantled brick by brick! The FBI has been a POS organization since J. Edgar Hoover was running the dang place!
Pence is a weasel and always has been...he’s a political Ken Doll, who looks like he’s been made of plastic to gratify the wishes of Evangelicals (even though this may not have been their wish, that’s how the GOP saw them).
They picked him because they wanted to “balance” the flamboyant Trump, and many Evangelicals were bothered by Trump’s several marriages so they picked somebody undistinguished politically but who had been married only once. Like that matters.
So they got Pence, who has felt from day one that he is morally superior to Trump and that it was his duty to work in the background to undermine his boss, which he did very effectively.
What’s worse, I think that Trump, who has notoriously bad taste in associates, actually thought Pence was on his side, at least initially. But Pence never was, he was just keeping quiet and waiting for his moment.
Well, at least you got rid of Liz taking up the news cycles...

Pence simply doesn’t get it. He should be addressing the misuse of the FBI and the many transgressions, but instead makes these tired old declarations completely out of sync with the context of why people are upset with the FBI.
Total fake politician and loser.
Pence is an Establishment guy. He probably thinks “Swamp? What Swamp?”
I find him slightly less revolting than poo on the kitchen floor.

I cleaned up dog diarrhea off my floor this morning. Got it all, followed up with Lysol wipes, sprayed some freshener, put all residue in outside can.
It is all gone; no sign it happened. Pence is still here.
If it means downsizing it and breaking it into segments, so be it.

Defunding the police doesn’t mean defunding all the police. Some agencies - FBI, Uvaldi Police, and others - have shown themselves to be incompetent and worthy of doing away with. That doesn’t mean all agencies should be.
