Former Trump national security staffer Kash Patel called in with Martha Maccallum on FOX News on Friday to react to the release of the warrant used by the FBI to search President Trump's Mar-a-Lago resort home.
"If he says something is declassified, that's it, it is declassified," Patel explained. "He declassified a whole set of documents that should have come out... That's on the National Archives to sort that material out... Even if it was classified, they'll never meet the burden of intent because the president didn't pack it up and take it out himself, the G.S.A. has said they did it and they made a mistake."

Martha Maccallum in the video in the OP at the 50 second mark was repeating the same thing about “waving the wand” that Bret Baier was saying.
Fox news has this ‘waving the wand’ meme going on.

Well then Brett, please tell us what the procedure is for a sitting President.
If it was officially and properly declassified, NARA would have had anything to negotiate. That’s the part that has me confused.
And I don’t think a bunch of Librarians are the ones that are going to lead the charge to destroy Trump. That doesn’t really pass the smell test.

So who is right?
The short answer is Brett Baier is wrong. The whole system of classified information is wholly under the control of the President through Executive Order.
A slightly longer answer is that while Baier is correct that there is a process for declassification, the "process" for declassification is a paperwork exercise of updating classification markings and documenting the declassification decision to reflect reality. If there's a presidential decree for declassification, that is wholly the president's call. The deep state often would slow walk these decisions to frustrate Trump, and likely they'd claim that until the deep state says it's declassified, it's not declassified (which is facturally incorrect but technically more of a "we have to do the paperwork to make sure because it's better to be safe than sorry.").
However... declassified doesn't necessarily mean the material that was classified is now totally available for the public to read though because FOIA does follow a more convoluted process and is not wholly the purview of the President.
Baier is talking out his leftist ass. He suffers from TDS. He has zero credibility and proves that every time he is on TV. He needs to go by the way of Chris Wallace.

Unlikely that a publicly announced declassification can be rendered void just because a lower level employee, either by negligence or malevolence, does not transmit a form or check the proper box.
basically what they are doing is payback for hillary clinton..because they think if not for the allegations of wrongdoing she would have won in 2016, so what they want to do to Trump is dirty him up, have this float around, come out and issue the same similar statement they did about Hillary, and some people will believe that he did something sinister so he cant win

It is a statement of principle. Biden needs to be declared to be the nasty corrupt perv that he is. The house needs to acknowledge this whether the Senate will do the right thing or not.
