Yes he has authority, but from what I read the Sergeants at arms for both House and Senate, who report to Pelosi, with Pelosi having final say, refused the troops.
“COP Sund asks Senate Sergeant at Arms (SSAA) Michael Stenger and House Sergeant at Arms (HSAA) Paul Irving for authority to have National Guard to assist with security for the January 6, 2021 event based on briefing with law enforcement partner and revised intelligence Assessment,” the timeline notes. “COP Sund’s request is denied. SSAA and HSAA tell COP Sund to contact General Walker at DC National Guard to discuss the guard’s ability to support a request if needed.”
As Sund’s requests were denied, the Trump administration continued working on getting then-President Trump to formally authorize the deployment of as many as 20,000 National Guard troops to the Capitol ahead of the Jan. 6 rally, according to Just The News, which conducted interviews with then-acting Defense Secretary Christopher Miller and his Chief of Staff Kash Patel.

Only the President has the final say on calling up the National Guard. Pelosi and McConnell may have has a say on them being on the Capitol grounds but even that is debatable. They could have been placed on standby somewhere else.

I'm getting confused. Sure, as I first watched protesters in red hats fighting police and smashing into the Capitol, I thought - this isn't a good look for Trump.
Then I learned there wasn't really a riot - it was more like a bunch of loving tourists who were actually let into the Capitol by the police themselves. Possibly some of those videos were filmed in Burbank.
After that I found out there were some pockets of violence, but these were either Antifa operatives, or Deep State FBI agents intent on inciting Trump supporters to riot (although did they riot?).
So now you're telling me there was actually a bad riot, one we didn't have nearly enough police to put down. Trump knew there could be trouble (wait, is that right?) and he ordered more National Guardsmen, but Pelosi turned him down. So the rioting happened but it was Nancy Pelosi's fault. It all fits.

I told you I quickly got past what my lying eyes were telling me. I was just having trouble processing this new information that the non-riot / TV-staged riot / FBI-led riot was a real riot that Trump tried to stop. No worries it makes good sense now and I'm on board.
