Ex-Officer Charged in Fatal Shooting at DC Special Officer Training Inside Library

A retired D.C. police officer faces charges after fatally shooting a special police officer at a training session Thursday inside a public library in the Anacostia neighborhood, authorities say.

Maurica Manyan, of Indian Head, Maryland, was the victim, the Metropolitan Police Department said in an update Friday. She was 25 and worked as a public library special police officer, the department said.

Jesse Porter, 58, was arrested and charged with involuntary manslaughter, police told News4. It wasn’t immediately clear if he has a lawyer.

Porter retired from MPD in 2020 as a lieutenant, an online profile says.

First responders were were called to the Anacostia Neighborhood Library at 1800 Good Hope Road SE shortly before 3:45 p.m. after a report of a shooting.

The special officer who was shot was "unconscious and not breathing" when first responders arrived, police said. She was shot in a downstairs meeting room, the D.C. Public Library system confirmed.

The retired lieutenant was conducting a training on how to use an extended baton, Chief Robert Contee told reporters Thursday night.

This was negligent. If the officer wanted to do this type of demonstration he should have first removed the magazine and cleared the chamber. This is gun safety 101. I do this anytime I pick up or put down a firearm, even if I just watched someone unload it. It should be instinctive.

First rule in firearms training....no live ammo ANYWHERE but on the range.

Same thing happened years ago in Georgia. The Instructor shot a recruit in the academy as he was showing off. Young woman in her early 20s.

This tragedy sounds like a police version of the Alec Baldwin case. Except that the retired cop had much more training than Baldwin did.

At least the retired cop was arrested. Baldwin however is still walking free, and mouthing off. I guess being a famous celebrity trumps being a member of the thin blue line.

It sounds exactly like what he was charged with - involuntary manslaughter. He accidentally killed another human being. Now, if he had also been committing a crime and she was a responding officer, I’d feel differently, but in a situation like this, police officers’ lives are no more or less valuable than yours or mine.

I’m betting that Baldwin actually has had more training than most cops. His father, whom he said he was very close to, was a Marine and taught riflery. Baldwin was raised with guns. I’ll bet his dad had a nice collection.

And yet it's always the same mistake. Apathy and firearms can't mix. It's very disturbing, especially when it involves those that know better.

That’s what my dad and uncle drilled into my thick 10-year-old skull before I got my first .22. That and where the muzzle was pointing.

So the training officer not only failed to unload his pistol he apparently had his finger on the trigger as he was demonstrating his fast-draw skills and wasn’t pointing his pistol in a safe direction.
