In Pennsylvania poll pigeons can pass out anything they want so long as they stay 10 feet away from the out doors of the polling place.
Tablets, hand cards, emory boards, water bottles....WTF difference?
I can bring my own popcorn and water, thanks.
(And I use emery boards in the privacy of my bathroom...)
