You can suspend a retired General who has a contract with the DoD.
Not quite sure where “doctor” Jill Biden fits in the chain-of-command that would require a military reprimand.

The left loves to talk about “free speech” and things like that, ONLY when it benefits them. The rest of the time and when they have power, they are the WORST when it comes to censoring, deplatforming, firing, smearing people (example: General Flynn in the liberal MSM), threatening, forced propagandizing.
It's the left that forces people to comply, pushed their crap into the work place with mandatory training (sociopolitical propaganda) and is the most intolerant, least inclusive and diverse (other than blacks, women and LGBTQIA).
Most conservatives tolerate a Michael Moore, even if they disagree. They understand the need and right to free speech and expression. But the left, they will frigging hit the delete button in a second and then cry about their rights and freedoms.
As usual, Axios published an article that looks Ike it was written by an eighth grader. The whole "three star general" part is sort of incidental. He is/was a contracted leadership coach working for the military, but also was a three star general and former Army spokesman.
Frankly, if you are a former top level military spokesman, and your job is to mentor military officers, you should expect blowback if you publicly make fun of the CinC's wife, even if the stuck up bint thoroughly deserves it.

ANY service member who retired from active duty (officer or NCO) is technically still IN the military. They are simply on the retired rolls, which you can think as a sort of permanent reserve status. As long as you’re drawing retirement pay (really a retainer more than a pension), you are on the hook to be recalled, and as of now, still subject to the UCMJ if the military so wishes to prosecute (I heard there is a court case that is disputing this, but haven’t heard the outcome). As for involuntary recall, there are 3 categories:
Category 1 are retirees who are within 5 years of their retirement date. These are the folks who would be recalled first.
Category 2 are retirees who are post 5 years of their retirement date, but not yet reached the age of 65. These folks would be recalled second in priority, unless they have unique skills that are needed.
Category 3 are retirees who are over the age of 65. IIRC, folks who retired due to medical disabilities are also in this category. Folks in this category are usually not going to be recalled (too old or infirm), unless they have unique skills that are needed.
Remember, being recalled is to fill holes in the force structure. BUT the military doesn’t need 60yr old riflemen. Folks who get recalled are typically going to backfill into administrative roles and into training cadre roles to free up younger, fitter troops for combat. They will also fill in senior leadership positions for hastily re-activated units.
That’s my understanding, and that deriding the Commander in Chief remains actionable under the USCMJ (not that that stopped plenty of generals when Trump was President.) I’m wasn’t aware that the prohibition extended to rando “doctors” in the President’s family

Sheesh, anyone with half a brain can see that the General wasn’t referring to Mrs. Biden, but was taking a jab at Joe Biden’s Supreme Court appointee’s remark about not being able to define what a woman was without being a biologist. Being stupid and thin skinned is no way to go through life.
