I don't think you can build your cost-benefit analysis on that alone.
On its face, it may seem a waste to fire a $1 million missile to destroy $250,000 worth of dumb artillery shells, until you factor in that those dumb artillery shells can potentially do $10 million in property damage and create untold numbers of casualties.
At that point, the $1M missile seems like money well spent.

the natural russian response will be to put their ammo dumps out of range of the new missles and make them smaller and more dispersed.

Citation? Photographic proof? Certainly there would be photo proof of such a high value target being destroyed.
I did find this which puts the claim in dispute:
Kramatorsk is close enough to possibly be inside range of Russian artillery and I can see HIMARS doing shoot-and-scoot runs inside Russian counter battery fire range in order to reach Russian ammo depots. But doctrine is to scoot before enemy counter battery radar can pass firing coordinates to supporting units. So I really doubt it. They don’t crew MLRS with dumb people.
But if HIMARS was struck then there is one certain remedy: ATACMS -with the promise of not targeting Moscow and other Russian cultural centers.

Hitler thought “Wonder weapons” would win the war—they didn’t. Ukraine thinking American “Wonder Weapons” will win the day is also mistaken. These strikes are feel good attempts to cover the loss of cities and land to the Russians. They might slow the advance—but they can not stop the relentless grind of the Russian Juggernaut. Give peace a chance. Every rocket we give to Ukraine is one less we have to shoot at China when they go on the move. Every American young man who dies of a drug overdose is one less soldier we can send to fight China or defend the beaches when they come here.
And yet during the Vietnam war, Haiphong harbor and all the russian cargo ships unloading russian arms and ammunition existed because if the U.S. administration hands off policy. Can't pizz off the russkies. The carrier based fighter bombers could have sunk pretty well every russian freighter back then, but weren't allowed even though they were in plain sight unloading the SAMs that would get fired at them the next flight.
