Yes. The president can propose a rescission of the funds, but Congress has to approve. This all came about in the Budget Impoundment and Control Act of 1974 after Nixon impounded funds. The absolute worst sin anyone in a Department can make is to allow funds to lapse, i.e. not spend all appropriated money.
The US Congress spends all of America's taxes and then borrows what seems like half the world's money to keep spending each year.

Two things regarding your comment:
One: It's not their money! They don't give a rat's hindquarters how much it costs. To them stuff like this denies our 2nd Amendment rights *and* it provides full employment to Maoist lawyers who,in turn,donate billions to Rat Party Headquarters.
Two: Justice delayed is justice denied. Did you see what they did in NY State a couple of days after the SCOTUS decision? They passed about a half dozen laws making it *much* more difficult to exercise your 2nd Amendment rights and *much* more likely that you'll be arrested for doing so.One of the laws they passed says that you must have *four* people willing to attest to you good character before you get a license.
Next I'll be expecting to be required to present four character witnesses before I'll be allowed to go to church or post on FR.
Just sayin'...

Those countries you list as failures of socialism are only failures from the viewpoint of the bulk of the populace. Our deep state bureaucrats and Democrat politicians look at them as wildly successful. Why? Their criterion is different. We only see the misery,lack of basic freedoms, impoverished lifestyle etc. They see governments (and by extension themselves) with unlimited power to force their subjects to do anything they want. OK...on the subject of optimism,when it comes to the 2nd Amendment the glass is,at best,only 10% full at this moment. And there will *always* be "public servants" in DC,state capitals and city/town halls who hold *your* clearly established constitutional rights in absolute contempt.
Remember...America's Maoists see the Constitution as "a living document". Which,or course,means that it says what *they* want it to say.
