The principal action of Paxlovid is to inhibit the 3CL protease from cleaving the viral poly-protein into functional protein units. It does nothing to stop transcription/synthesis of the poly-protein from the mRNA. Eventually, the supply of protease inhibitor is exhausted and the 3CL protease levels rise. When that occurs the protease cleaves the backlog of poly-protein into functional viral proteins and a huge "rebound" occurs. Tony is just lining himself up for a repeat rebound with more Paxlovid.
