Follows failures over Sarah Everard and Stephen Port murders.
Extraordinary for the force which also investigated partygate to be found so lacking in trust and competence.

I think this means the UK government takes it over and can fire the leadership.In practice the appointment of the Commissioner is a joint decision by the Home Secretary and the Mayor. This because a hefty chunk of the Met's funding comes from central government.
