It was my thought exactly when I saw the headline:

But I was left confused when I saw that only 23 million of the 37 million CA residents were going to get free gas-x.
The Leftist has created the mess. It was completely avoidable. Now they want to send you back money that they have already pissed away! Kommiefornia Ian’s are ok with this apparently.
