Quite the contrary. Putin and other Russian leaders have been extremely clear for many years that NATO overtures toward Ukraine were basically an act of war. The West caused this whole war. Russia sees Ukraine as part of Russia and NATO is not welcome. On the other hand, Finland is not seen as part of the Russian Empire and would be far less likely to be invaded.

The Russians have already sent warnings to Finland about joining NATO.
But Finland is not UKRAINE, and is in a much better position militarily..................

Finland was a part of the Russian Empire and got its independence after WWI. The Soviet Union wasn’t happy about this and fought two wars to regain it. Finland did lose territory as a result. Stalin wanted lost Russian territory back, including the Baltic nations, eastern Poland, a chunk of Romania (Moldova), and a bit of Czechoslovakia.
