Unfortunately, sovereign immunity and qualified immunity mean that any lawsuit will probably not go anywhere.

True but not that much money. 17,000 residents probably does not produce that much tax revenue. Insurance companies will pay out policy limits maybe but will put up a serious fight. The school district, police and the city will no longer be able to get insurance at any reasonable cost for the next 20 years.
