I learned how the military works when I was in Vietnam. If they send you cold weather gear then you are going to be sent to the tropics. Desert gear? Mountains!Navy is the same way. "We're doing a BALTOPS deployment! Bring all the cold weather gear you have! Make sure you bring sweaters and jackets for port calls in Norway. It's gonna be chilly!"
And as soon as we leave Hampton Roads... "Plans changed. We're going back to the Gulf."

First ones I seen were green, some green and black. I believe we still had camo hummers in the start of Desert Storm.
