The Strait of Hormuz is almost 100 miles wide. 12 nautical miles from shore is considered international water.
I visited the area for 42 days, March and April 1980.

At its narrowest point the Strait of Hormuz is only 21 miles wide. If 12 nautical miles from shore is considered international waters, then you can see why the area is so highly disputed.
