I’d say that 95 out of 100 senators views the public as chattel. To be husbanded, protected, cared for, milked, and otherwise exploited.

With what I’ve been seeing locally, your 100% correct description applies to city councils, county commissions, school boards, zoning boards, state legislatures, local/county/state judges.
Basically, it seems like your neighbor, who can barely start a lawnmower gets elected to the city council and there he is “making decisions for you and the rest of the folks” because he knows more than you and what is good for you and the community.
It’s at every level.
