I think that they are concerned about their safety, and they’re carrying it legally, which is the big difference.”It's refreshing to hear some truth now and then.

But, if the assailants in question were, in fact, threatening grave harm or death in these shootings, they could also be described as:
“Permanent happy endings that the dudes sorely had coming to them at the hands of individuals not necessarily scared of their own shadow.”

I doubt the policy makers want the people to have self-defense power though. In other words, I would not assume this is "working as intended." Liberals loathe self-defense. It inhibits suicide of the society.
