Amendments to Puerto Rico Gun Law on Hold

The bill that would amend Gun Law 168-2019 to, among other things, add flexibility to certain aspects of the statute, and that caused a stir because it would allow citizens to carry two firearms at the same time, will not be reviewed during this Ordinary Session which will end on June 30.

The information was confirmed to EL VOCERO by House Speaker Rafael “Tatito” Hernández who recognized that it does not look prudent to review the bill during this session, although he indicated that the legislative piece – which has several provisions that have been amended – has the votes to be approved in that chamber.

“I prefer reviewing it calmly in August,” said Hernández, who added that, once it is brought to the House floor for due consideration, the legislation will be approved not only with the votes of the Popular Democratic Party (PPD) delegation.

“Obviously, the bill has to be approved with the votes of not only one delegation when it is brought to the floor, because this is a philosophical question. I said since day one of the four-year term that there had to be a real decision on what is a majority that is above delegations, and that is seen in topics such as these,” he maintained.

House Safety Committee Chairman Luis R. “Narmito” Ortiz told this daily in late May that the bill was going to be amended to, among other things, change the provision on carrying firearms for every citizen. Otherwise, such a provision would apply only to law-enforcement personnel.

“I don’t see a mood to delve into the topic”

Elaborating yesterday on the bill, Hernández compared the situation in Puerto Rico to that in the United States where there have been several recent massacres such as the one at the primary school in Uvalde, Texas where an 18-year-old man murdered 21 people, 19 of them students. “The controversy over what is happening in the United States does not apply to Puerto Rico because murders here are due to crime, they are criminal situations involving illegal weapons. The distinction has to be made, but I don’t see a mood to delve into the topic and I believe that neither will there be a fair analysis of any bill that addresses the topic of amending the current Gun Law.”

By the same token, he indicated that they will have to wait until the waters recede “in order to discuss in a substantial, responsible way without going into a national debate that has nothing to do with what’s going on in Puerto Rico, because there are no massive murders in Puerto Rico by people who went to a supermarket and bought a weapon at age 18 with a driver’s license. That doesn’t happen in Puerto Rico.”
