I would propose repealing the 17th Amendment - the direct election of Senators by the people and returning to Senators being appointed by the states legislature or governor - would be more important.

This right here is the single biggest reason we are in the mess we are. Basically, it took power that should not be given to directly affected officials and turned the constitution into what it is today. Basically, the states have no say in what the federal government does where as their voice was taken from them.
