I don’t follow the link between mines in the sea and “parachuting troops”. If Russia wants to parachute troops in, they don’t need the seas clear of mines.

You’d have to be able to supply and support any troops you dropped in, and that would require ships using the port. Mining the port means that even if an airborne op seized the port facility itself, it would be unusable.
